Once you've removed the rust and have achieved a smooth surface you will need to paint the piece with a rust inhibitor. An iron umbrella stand does draw rust as you tend to either use it outside or place wet umbrellas in it so protecting it in this way is very critical. Then just prime the piece and apply a coat of paint and you will own an attractive object.
